"I move for the (approval/denial) of the proposed Deed of Lease - Tapawingo/Frederick Street (SW) Water Tower and between AT&T (doing business as New Cingular Wireless PCS, LLC) and the Town of Vienna, with such approval conditioned upon AT&T obtaining all necessary zoning, conditional use permit and Board of Architectural Review approvals."
